The 10th Rune of the Heavenly Yuan Brush is a combination of all the Saint Runes on it. The power of the 10th rune is a combination of all of the other runes. Since the other runes on the Heavenly Yuan Brush were all Saint grade, it combined to make 1 god tier rune.

When Zhou Yuan broke through the God Realm it was nourished by Zhou Yuan's divine nature, turning it into a divine weapon and making it more powerful than it was at it's peak. After it absorbed the golden skeleton left behind by the Ancestral Dragon, it became a innate divine weapon.
